Buying the iPhone 3G S?!?

If I got to the apple store and buy the 32gb iphone 3g s, will I have to get an at&t plan or anything or can I just buy the phone and go? because i'd like to unlock it myself because I have t-mobile. oh and i don't want to buy it unlocked already on like ebay or something because its a lot more money..
